靳东，1970年7月出生，1991年7月参加工作，曾任若尔盖县委副书记，县政府代理县长、县长；阿坝州扶贫和移民工作局局长；阿坝州政府副秘书长，州乡村振兴局党组书记、局长。
报道披露，靳东出生在金川县一个普通家庭，全家仅靠父亲的工资和几亩土地艰难度日，但一家人依然生活得温馨而快乐。靳东的父亲是个老党员，曾为了保护国家财产而因公致残。在父亲的耳濡目染下，靳东成为家族的第一名大学生。

平时善于伪装，单笔受贿百万现金

据办案人员介绍，靳东在若尔盖县任职期间，利用职务之便给相关部门单位打招呼，帮助多名商人老板承接当地防洪治理工程、供水管道采购等项目，并在出租车客运经营、酒店经营等方面为商人老板提供帮助。这期间，靳东共收受165万元“感谢费”。
2009年上半年，老板汪某找到时任小金县委常委、县政府常务副县长的靳东，想在当地承揽某建设项目，靳东在向相关负责人“打招呼”后，汪某以458万余元的价格顺利获得了该项目；2010年，靳东在担任若尔盖县委副书记、县政府县长期间，还让汪某承揽了当地一个风貌改造项目。
所以，在得知靳东要装修房子时，为了表示“感谢”，汪某便主动送上了装有30万元现金的“小礼品”。
报道称，“靳东平时善于伪装，身边人所不知道的是，早在2009年上半年，时任小金县委常委、县政府常务副县长的靳东便收受了项目承建商姜某某送上的一张内有20万元的存折，这是他人生中第一次收受大额贿赂。”
2012年下半年，时任若尔盖县委副书记、县政府县长的靳东收下了项目承建商李某某用黑色旅行包送上的“水果”——100万元现金，这是他单笔受贿金额最大的一次。他把这个旅行包放在卧室的床下，陆续用于炒股、购车和个人日常开支。
曾管理服刑人员，如今自己沦为“活教材”
靳东本科读的是法律专业、第一个工作岗位是警察、负责的第一项工作是司法、担任副县长分管的工作主要是公安、司法。
报道披露，年轻时期，靳东曾管理服刑人员，而如今自己沦为“活教材”。
1991年7月，大学毕业的靳东来到四川新康石棉劳动改造管教总队二中队工作。
“在那个大山沟里，我与众多的服刑人员打了两年交道。从事管教活动时，我心里常常在想：他们每个人的犯罪经历都是活生生的教材，以后我不能像他们这样啊！”靳东称。
然而，30年后，年过半百的他再次进入监狱，与之前不同的是，这次他成为别人的“活教材”。
经查，2009年3月至2015年5月，靳东在担任小金县委常委、县政府常务副县长，若尔盖县委副书记、县政府县长期间，利用职务上的便利，为7名商人老板提供帮助，收受商人老板的财物共计215万元。
2021年12月，阿坝州纪委监委对靳东涉嫌严重违纪违法问题立案审查调查并采取留置措施。2022年2月，靳东被开除党籍、开除公职。
2022年5月，靳东因犯受贿罪被依法判处有期徒刑四年六个月，并处罚金人民币三十五万元。
