今年4月1日以来，我国南方包括广东在内的多地，已经先后发生多轮强降雨过程。尤其是4月16日以来，珠江流域遭遇入汛以来最强降雨过程，共有52条河流发生超警洪水，给广东、广西等多地造成严重影响。
4月24日开始，江南、华南再次迎来新一轮的强降雨过程。这一轮降雨，会带来哪些汛情的影响？如何来应对？本期《新闻1+1》连线水利部珠江水利委员会水旱灾害防御处副处长王凤恩，水利部减灾中心(防御中心)副主任、中国水科院正高级工程师褚明华，解读相关问题。
广东等地降雨持续 北江沿线仍需提高警惕
水利部珠江水利委员会水旱灾害防御处副处长 王凤恩：整个汛期都需要时刻绷紧防汛这根弦。根据预报，后面几天还有降雨，目前面临的情况是：
①北江大部分水库堤防刚刚经历过涨水退水的过程，马上将再次面临快速涨水的考验。
②部分水库的水位还比较高。
③前期降雨比较大，土壤的含水量也比较高，山洪灾害风险比较大。
以上这些都是需要我们提高警惕的东西。
韩江发生今年2号洪水如何应对？
水利部珠江水利委员会水旱灾害防御处副处长 王凤恩：4月25日19时15分，韩江三河坝水位达到42米，达到编号洪水标准，发生今年韩江2号洪水。目前水位涨至42.5米，预计26日早上水位将上涨至43.5米，洪峰流量达到6000立方米每秒左右。这属于一个中小洪水，水位和流量将对沿河低洼地区造成一定的影响，低洼地区要做好防范。根据目前的水雨情预测情况看，这轮降雨北江和东江还达不到洪水编号标准，但因为前期降雨多，水位较高，还是存在局部暴雨引起的中小河流洪水风险。针对韩江2号洪水，前期已经对上游的棉花滩水库和中游的高陂水库进行了预泄，目前和福建水利厅调度上游的棉花滩水库出库，将流量减小到了零，也就是说上游的水库已经闸死，中游的高圩水库26日开始拦蓄洪水，减轻下游的防洪压力，对于一些特别低洼的地区需要转移少量的人员。
面对新一轮强降雨，五点提醒需要注意！
水利部减灾中心(防御中心)副主任 中国水科院正高级工程师 褚明华：4月24日开始，我国华南大部、江南中部、南部又出现了新一轮的强降雨过程，这次强降雨过程和前一次过程雨区高度重叠。加上目前江河水位都比较高，土壤的含水量都趋于饱和，目前给我们带来的风险主要是水利工程，包括水库堤防出险的风险会增加，山洪灾害发生的概率也会增加。所以目前防汛面临的形势也比较严峻，尤其是在珠江流域的北江、东江和韩江地区。针对这些风险，有几方面需要注意：
①要做好流域水工程的调度工作，尤其是要加强水库的调度，充分发挥水库的拦洪作用。
②要加强堤防的巡查防守，要及时发现险情，及时处置险情。
③要高度关注水库的安全度汛，在科学调度好水库的同时，要关注点多面广的小型水库，尤其是一些病险水库，要落实空库运行措施。
④要高度关注中小河流洪水和山洪灾害，尤其是山洪灾害的预警阈值。因为土壤的含水量趋于饱和，所以要动态调整预警阈值。
⑤要高度警惕城市内涝问题，加强城市内涝和一些低洼地区的风险提示，及时将风险告知相关地区人员。
旱涝并重且涝重于旱，今年防汛总体形势如何？面临哪些挑战？
水利部减灾中心(防御中心)副主任 中国水科院正高级工程师 褚明华：从水利部目前的预测来看，今年我国是旱涝并重且有可能是涝重于旱。从预测来看，今年全国七大流域，包括长江中下游、黄河中下游，淮河和沂河沭河，以及太湖流域，松辽流域的松花江，还有海河流域的一些河流都有可能发生较大的洪水，防汛形势还是非常严峻的。
①今年洪水发生非常早，今年4月到现在为止，北江韩江已经发生了4次编号洪水，尤其是4月7日北江的1号洪水是我国1998年有洪水编号记录以来最早的，也是同期洪水量级最大的。
②从预测预报来看，今年洪水发生覆盖范围比较大，全国的七大江河流域都有可能发生比较大的洪水或是超警洪水。从覆盖面上来看，防汛压力也是非常大的，给防汛工作带来的挑战也比较大。(央视新闻客户端)
