　　中新网4月17日电 国新办17日就宏观经济形势和政策举行发布会。国家发展和改革委员会副主任刘苏社在会上表示，中央经济工作会议对扩大有效益的投资作出重要部署，政府工作报告也提出要积极扩大有效投资。国家发展改革委认真抓好贯彻落实，会同有关方面抓紧推动各项投资工作，充分发挥中央预算内投资、地方政府专项债券、2023年增发国债等政府投资的重要带动和放大作用，积极扩大有效益的投资。

　　刘苏社指出，一季度，全国固定资产投资同比增长4.5%，增速比1—2月加快0.3个百分点，比去年全年加快1.5个百分点，呈现稳步回升态势。其中，制造业投资、基础设施投资分别增长9.9%、6.5%，保持较快增速；民间投资增长0.5%、增速进一步回升，占全部投资的51.6%。具体来说，主要采取了以下几方面措施。

　　一是加快下达中央预算内投资计划。今年中央预算内投资共安排7000亿元。发改委会同各有关方面坚持质效并重，加强项目储备和前期工作，组织做好投资计划编制。截至目前，中央预算内投资计划已下达超过2000亿元，占全年比重超过30%。我们将进一步加快计划下达、加强计划执行，同时认真抓好项目建设和监管，持续提高中央预算内资金使用效益。

　　二是完成地方政府专项债券项目初步筛选。今年专项债券规模为3.9万亿元。此前，发改委联合财政部适当扩大专项债券投向领域和用作项目资本金的行业范围。近日，按照专项债券工作职责分工，发改委对地方报来项目的投向领域、前期工作等进行把关，完成了今年专项债券项目的初步筛选工作，目前已推送给财政部并反馈给各地方，财政部正在对项目融资收益平衡等进行审核，各地也在提前做好项目的准备工作。总的看，这批初步筛选通过的项目数量充足、资金需求较大，为全年专项债券发行使用打下了坚实的项目基础。我们将抓紧会同有关方面，尽快形成最终的准备项目清单，督促地方加快债券发行使用，推动项目形成更多实物工作量。

　　三是推动2023年增发国债项目加快建设实施。今年2月，发改委完成了全部三批共1万亿元增发国债项目清单下达工作，将增发国债资金落实到约1.5万个具体项目。3月份以来，发改委建立在线调度机制，督促项目加快开工建设；会同有关行业主管部门，对项目实施情况开展全链条全周期式督导。目前，我们已完成第一批12个省份督导工作，其他省份也开展了自查，年内还将组织开展第二、第三批督导。

　　与此同时，通过政府投资和政策激励有效带动全社会投资，落实好引导民间投资各项政策。具体工作包括充分发挥已上线的全国政府和社会资本合作项目信息系统作用，全面落实特许经营方案编写大纲具体要求，实施好政府和社会资本合作新机制；公开推介更多重大项目，吸引民间资本参与；研究扩展投贷联动试点合作银行范围，引导银行持续加大对民间投资项目和国家重点项目的融资支持力度，多措并举调动民间投资积极性。
