　　中新社北京4月19日电(记者 郭超凯 梁晓辉)关税法草案(二次审议稿)即将提请十四届全国人大常委会第九次会议审议。全国人大常委会法工委发言人杨合庆19日在北京表示，关税法草案(二次审议稿)作了完善性修改，适应跨境电商发展要求，明确跨境电商领域的相关扣缴义务人。

　　当天，全国人大常委会法工委在北京举行记者会。杨合庆在会上介绍说，2023年10月，十四届全国人大常委会第六次会议对关税法草案进行了初次审议。根据常委会审议意见和各方面意见，对草案作了完善性修改，主要包括：一是适应跨境电商发展要求，明确跨境电商领域的相关扣缴义务人。二是充实完善原产地制度规则的规定。三是总结海关通关便利化改革经验，将有关便利纳税人的政策规定上升为法律。四是明确进口环节海关代征税的征收管理。

　　关于关税法草案为适应通关便利化改革要求所作的调整，杨合庆表示，关税法草案在现行进出口关税条例的基础上，总结海关通关便利化改革经验，进一步健全完善了关税的征收管理制度：一是明确关税征收管理可以实施货物放行与税额确定相分离的模式。二是规定纳税人、扣缴义务人可以按照规定选择海关办理申报纳税。三是将实践中允许纳税人汇总缴纳税款的做法上升为法律规定。四是将纳税人发现多缴税款时申请退税的期限由1年延长为3年，同时明确，海关发现多征税款的应当及时退还纳税人。五是适应对外贸易新业态新模式发展需要，规定关税征管应当提升电子化、智能化、标准化、便利化水平。(完)
