  中新网4月18日电 据中国政府网消息,来自河北石家庄的网民“雪艳”、来自安徽合肥的网民“翔翔妈”等多地罕见病患者及家属建议,加大对国内药企研发罕见病治疗药物的资金帮扶力度,建立完善配套的药品快速审批程序,对于一些“国外有药,国内无药”的罕见病治疗药品,希望进一步加大引进力度,并适当降低关税税率。

  国家药监局收到中国政府网转去的网民留言后,认真研究办理,作出如下答复:

  感谢网民提出的意见建议。近年来,国家药监局高度重视罕见病治疗药物,通过健全罕见病用药审评审批体系、加快企业研发指导、提高罕见病临床可及,全力保障罕见病患者健康权益。

  一是加强对申请人的沟通指导服务,对符合要求的罕见病用药品种纳入优先审评审批通道,依法依规完成审评审批工作。2023年批准罕见病用药45个品种,其中15个品种通过优先审评审批程序得以加快上市,1个品种通过附条件批准上市。

  二是为满足公众临床用药急需,2022年6月23日,国家卫生健康委会同国家药监局制定发布了《临床急需药品临时进口工作方案》,对于国内无注册上市、无企业生产或短时间无法恢复生产的境外已上市临床急需少量药品,医疗机构可按照工作方案要求提出相应药品的临时进口申请。对此类申请,国家药监局均按照方案规定予以加快办理。

  三是为鼓励企业研发罕见病药物,国家药监局出台了一系列技术指导原则,指导研发申报,使罕见病患者及早获得安全有效的药物。

  四是国家药监局与财政部、海关总署、税务总局联合发布了《关于罕见病药品增值税政策的通知》,目前已陆续发布了三批清单,对纳入清单的罕见病药品减按3%征收进口环节增值税,并对“孤儿药”研发企业给予企业所得税优惠,降低企业负担,促进罕见病药品研发。
