2024年是京津冀协同发展上升为国家战略十周年。如今，京津冀协同发展已结出累累硕果。日前，“京津冀协同发展十周年高端论坛”在北京举行。与会专家学者围绕京津冀产业协作、创新共同体打造、发展新质生产力等主题建言献策。
发展新质生产力
中国社会科学院生态文明研究所党委书记杨开忠认为，发展新质生产力是实现中国式现代化的必然要求，要将北京打造成为新质生产力的全球标杆城市。当前，人类已进入绿智综合生产力范式爆发阶段，新质生产力需要构建基于可再生新能源技术、物联网通信技术、电动交通技术的动态结合且以数据、算力、算法为关键生产要素、以循环流动为物质代谢关键特征的绿智综合生产力范式。
杨开忠表示，北京应遵循绿智综合生产力创新驱动的逻辑，以科技创新推动产业创新，以发展新质生产力为指向，深入推动社会领域的体制改革，着力打通资本三级循环体系中的堵点，提升自身全球资源配置力和影响力，促进科技、人才、教育以及空间品质互动。
京津冀协同发展河北省协同创新中心主任武义青认为，京津冀作为中国式现代化建设的先行区、示范区，应在全面深化改革上先行先试，深化科技、经济、人才体制改革和区域合作机制改革，推动区域新质生产力加快发展。
具体而言，应建立更加灵活的科技创新机制，以科技创新引领产业创新，构建产学研协作新模式，提升科技成果区域内转化效率和比重；通过建立健全统一开放、竞争有序的市场体系，促进生产要素自由流动和高效配置；建立完善的人才引进、培养、使用和评价机制，吸引和留住高层次人才，并促进人才资源的共享和优化配置；打破行政壁垒，推动区域内资源共享、优势互补和协同发展。
优化创新生态体系
住房和城乡建设部原副部长仇保兴认为，京津冀三地应当紧抓有效激发科技人员创新创造的活力、形成无中心或去中心企业集群、营造良好的科创营商环境这3个主要着力点，优化京津冀创新生态。任何一个城市群，其引领发展的第一推动力都是科创，而科创的基础就是创新生态体系。科创生态强调系统内部不同主体之间的交往、主体与环境的互动以及主体与主体之间的合作共识，这些相互作用成为生态体系能否持续快速演进的最主要因素。
优化创新生态体系主要聚焦科创者的自由度、企业集群、科技创新环境3个方面，分别对应创新生态体系的微观、中观和宏观3个层次。
仇保兴认为，京津冀各大中城市都应自我定位为科创中心，定期对各城市科创生态进行多尺度激励性监管；民营中小企业是科创生态体系的主体，京津冀需大力发展生产性服务业和优化营商环境支持此类企业快速繁育成长；此外，创建宜居宜业大环境、吸引人才是科创中心建设的基础性工作。三地应当激发科技人员创新创造的活力，政府要给予科创者最大的创新自由度，以促进复杂的科创生态体系快速生成，并持续改善营商环境、打造一流生活环境，创建博物馆、图书馆和科创会议最优城市。
围绕创新链布局产业链
北京大学首都发展研究院院长李国平认为，当前京津冀存在科技创新资源分布不均衡、科技投入梯度差异较大、创新水平进一步分化、科技创新成果在津冀转化比例过低等问题。加强京津冀区域协同创新的关键是要建立起创新链和产业链的衔接，围绕创新链布局产业链。
京津冀应加快推进北京形成国际科技创新中心，加强北京与津冀两地在科学研究、技术研发、产品中试与成果转化等方面的广泛合作，强化北京创新资源对津冀的辐射带动作用；科学谋划和布局京津雄创新“金三角”以及多条跨区域科创走廊，共建京津冀协同创新共同体；围绕北京创新链布局津冀产业链，织密产业链和创新链的契合点，打造从知识产出、科技创新到新产品生产销售的全产业链，进而打造一批京津冀先进制造业集群；发挥京津联动的主引擎作用，优先布局新兴重点产业链，重点提升高新技术产业规模。
首都经济贸易大学特大城市经济社会发展研究院副院长江成表示，10年来，京津冀三地科技成果协同转化取得很大成就，未来仍有较大发展空间。江成认为，推动京津科技成果在河北转移转化是构建区域性研发转化产业化联合体的重要途径。应提升创新链与产业链适配水平，不断完善产业协同发展方案；应提升北京技术供给比重，畅通技术供需对接渠道；应提升技术资源流通效率，建设区域科技成果转化“区块链+众包+众筹”平台。(经济日报 记者 杨学聪)
