第一，聚焦提高效率，抓牢监测帮扶。指导各地科学确定监测范围，开展集中排查，确保应纳尽纳、应扶尽扶。研究完善全国防止返贫监测帮扶系统，运用大数据强化筛查预警，让数据多跑路，干部群众少跑腿，减轻基层负担。
第二，聚焦提质发展，抓实产业就业帮扶。稳定中央财政衔接推进乡村振兴补助资金用于产业发展的比例，按照“巩固、升级、盘活、调整”的要求，强化帮扶产业分类指导，推动产业提质增效、可持续发展。持续开展防止返贫就业攻坚行动，充分利用东西部劳务协作、帮扶车间、公益性岗位和以工代赈等渠道，确保脱贫人口务工就业规模稳定在3000万人以上。
第三，聚焦提升实效，抓好重点区域和协作帮扶。推动帮扶资源向国家乡村振兴重点帮扶县倾斜，指导地方谋划实施好补短板促发展项目，开展重点帮扶县发展成效监测评价。深入推进东西部协作、中央单位定点帮扶、驻村帮扶，持续开展“万企兴万村”行动，动员社会力量积极参与。
在推进工作中，农业农村部将会同有关部门推动防止返贫帮扶政策和农村低收入人口常态化帮扶政策衔接并轨，建立完善相关常态化帮扶机制，着力推动巩固拓展脱贫攻坚成果向乡村全面振兴衔接升级。
