  中新社北京4月22日电 (记者 赵建华)中国财政部22日公布的数据显示,一季度财政收支运行平稳。同期,全国一般公共预算收入60877亿元(人民币,下同),同比下降2.3%,扣除去年同期中小微企业缓税入库抬高基数、去年年中出台的部分减税政策翘尾减收等特殊因素影响后,可比增长2.2%左右。

  22日在国务院新闻办公室举行的新闻发布会上,中国财政部副部长王东伟介绍,一季度,全国税收收入49172亿元,同比下降4.9%。扣除上述特殊因素影响后,税收保持平稳增长。其中,文旅消费、先进制造业等行业税收较快增长,反映出居民消费活力正在不断释放;尽管受不可比因素影响,制造业部分细分行业税收仍呈增长态势,表现良好。

  一季度,全国一般公共预算支出69856亿元,同比增长2.9%。社会保障和就业、卫生健康、城乡社区、交通运输、住房保障等支出进度较快。王东伟表示,各级财政部门加强财政资源统筹,加快预算下达和增发国债资金使用,强化国家重大战略任务和基本民生财力保障。同时,优化财政支出结构,严格落实党政机关习惯过紧日子要求,集中财力办大事。

  中国去年增发的1万亿元国债资金已于年初全部下达,今年转移支付预算下达超过八成。王东伟介绍,2024年安排中央对地方转移支付10.2万亿元。截至4月上旬,中央部门预算已全部批复到位,中央对地方转移支付已下达8.68万亿元;一般性转移支付和共同财政事权转移支付中,具备条件的项目资金已全部下达完毕。

  财政部公布的数据还显示,一季度,全国政府性基金预算收入10394亿元,同比下降4%。其中,地方国有土地使用权出让收入8147亿元、同比下降6.7%。(完)
