　　2024年4月21日至23日，中国共产党中央政治局委员、中央外事工作委员会办公室主任、外交部长王毅访问柬埔寨。其间，王毅分别会见柬国王西哈莫尼、参议院主席洪森、首相洪玛奈，同柬副首相孙占托共同主持中柬政府间协调委员会第七次会议，同柬副首相兼外交与国际合作部大臣宋金达举行会谈。

　　双方一致认为，中柬是守望相助、患难与共的铁杆朋友。在习近平主席同柬方领导人战略引领下，中柬命运共同体建设不断走深走实，“钻石六边”合作架构更加充实，“工业发展走廊”和“鱼米走廊”建设取得积极进展，给两国带来实实在在的利益。双方同意发挥中柬政府间协调委员会的统筹协调作用，持续推进高质量、高水平、高标准的新时代中柬命运共同体建设，共同倡导自由、开放、平等、包容、普惠的多边主义和经济全球化。

　　中方重申支持柬埔寨选择符合本国国情的发展道路，支持柬埔寨维护国家主权、安全、发展利益，坚决反对外部势力干涉柬埔寨内政。柬方重申恪守一个中国政策，承认中华人民共和国是代表全中国的唯一合法政府，台湾是中国领土不可分割的一部分。柬方反对任何利用台湾问题干涉中国内政的图谋，反对任何形式的“台独”，坚定支持中国政府为实现国家统一所作的一切努力，绝不同台湾发展任何形式的官方关系。

　　双方同意密切高层交往，深化治国理政经验交流。加强防务合作，继续办好联演联训，推进医疗卫勤、人员培训、扫雷等合作，共同打击网赌电诈、贩毒等跨国犯罪。

　　双方同意，推动共建“一带一路”倡议同柬埔寨“五角战略”第一阶段对接，尽快制定“工业发展走廊”合作规划，推进中柬铁路前期规划设计，推动中国农业示范中心等更多“鱼米走廊”早期收获项目落地，深化中柬全面战略合作伙伴关系。高质量实施中柬自贸协定，支持柬优质农产品输华，鼓励更多中资企业赴柬投资。

　　双方同意以“中柬人文交流年”为契机，鼓励两国旅游交流，增加两国间往来航班，支持柬埔寨发掘旅游文化资源，开展更多青年、地方、友好组织间务实交流。柬方将为中国文化中心在柬恢复运营提供支持。

　　双方重申愿积极开展全球发展倡议、全球安全倡议、全球文明倡议框架内合作。继续加强在澜湄合作、中国—东盟合作等平台协调配合。双方都认为，维护地区来之不易的和平稳定局面，促进地区发展繁荣，符合地区国家共同利益。双方强调将全面有效落实《南海各方行为宣言》，推进“南海行为准则”商谈，争取早日达成“准则”。
