　　针对有的地方、部门、社会公众提出，现行进出口关税条例对海关发现多征税款时的处理作了规定，建议将相关条款上升为法律。草案二审稿增加规定，海关发现多征税款时，应当及时通知纳税人办理退还手续。

　　为适应跨境电商发展要求，草案二审稿对相关领域扣缴义务人作出规定，明确从事跨境电子商务零售进口的电子商务平台经营者、物流企业和报关企业，以及法律、行政法规规定负有代扣代缴、代收代缴关税税款义务的单位和个人，是关税的扣缴义务人。
