　　中新网西宁4月24日电(祁增蓓)24日，记者从青海省人大常委会办公厅召开的《青海省安全生产条例》解读新闻发布会上获悉，2019年至2023年，青海省生产安全事故起数、死亡人数较前五年均值分别下降15.61%、23.71%，连续5年未发生较大、连续25年未发生重大火灾事故。

　　青海省应急管理厅党委委员、副厅长王磊在发布会现场介绍，近年来，青海省探索建立安全生产常抓严管长效机制，创新隐患排查治理“两单四表”模式，出台了青海省“三管三必须”实施细则和安全生产举报奖励实施细则，明确了19个新领域新业态安全监管责任，并运用行政执法、联合惩戒、事前问责等手段，督促企业落实主体责任，不断强化重点行业领域安全监管，标本兼治全面提升本质安全水平。

　　同时，全面推广“互联网＋执法”，2023年青海省应急管理系统隐患整改率、立案次数、收缴罚款额同比分别上升14.13%、15.15%、147.43%，典型案例报送率100%，超额报送21起，实现“三升一超全覆盖”，重点领域实现了煤矿“零事故”，城镇燃气“零死亡”，交通运输事故起数下降13.9%，非煤矿山事故起数、死亡人数分别下降37.5%、62.5%的良好成效。

　　据悉，青海应急管理机构改革以来，该省组建了8个市州、45个县级应急管理局，成立了省级6大议事协调机构，构建了省级应急值守、信息汇总、指挥处置中枢，建立了风险联合会商研判、一体化防范救援、扁平化应急指挥等工作机制，应急管理工作的系统性、整体性、协同性显著增强，多灾种、大应急工作格局初步形成。

　　在提升应急处置保障能力方面，青海省各类专业应急救援队伍达到3000余人，基本涵盖工程抢险、矿山、危化、通信、电力等领域，并形成了以国家综合性消防救援队伍为主力军和国家队，省级专业领域救援队伍为协同，军队应急力量为突击，社会力量为辅助的应急救援力量体系。

　　此外，青海省已建成投用79座救灾物资储备库，现储生活类救灾物资可满足一次性转移安置10万人需求，投送时间控制在10小时内。省市县贯通的应急指挥信息网和自上而下的应急指挥平台体系也已全面建成。(完)
