　　国家知识产权局局长申长雨24日在国新办举行的新闻发布会上透露，2023年，我国知识产权强国建设成效显著，全年授权发明专利92.1万件，同比增长15.3%。核准注册商标438.3万件，认定地理标志产品13件，核准以地理标志注册集体商标、证明商标201件。在世界知识产权组织发布的《2023年全球创新指数报告》中，我国拥有的全球百强科技集群数量达24个，首次跃居全球第一。我国企业发明专利产业化率首次超过50%，连续5年保持增长。

　　国家知识产权保护示范区建设初见成效

　　申长雨介绍，2023年4月，国家知识产权局会同有关部门启动国家知识产权保护示范区建设。首批10家国家知识产权保护示范区建设初见成效，第二批15家完成遴选。2023年首批保护示范区建设城市知识产权保护社会满意度总体得分为83.25分，高于全国平均水平，示范效应逐渐显现。

　　“国家知识产权局会同中央宣传部、最高人民法院等8部委共同完善知识产权保护体系，正在加快制定出台知识产权保护体系建设工程实施方案。”申长雨说，方案有针对性地解决侵权易发多发、维权周期长、维权成本高、侵权赔偿低和举证难问题。提高知识产权保护的体系化、专业化、便利化水平，塑造更好的创新环境和营商环境。

　　“这是今年知识产权保护方面的一项重点工作。目前方案已完成部门会签，将于近日发布实施。”申长雨表示。

　　知识产权纠纷调解工作体系日益完善

　　“知识产权领域纠纷调解主要呈现三方面特点。”国家知识产权局副局长胡文辉说，“知识产权纠纷调解工作体系日益完善，‘总对总’在线诉调对接机制持续深化，纠纷调解专业性、权威性、便利性不断增强。”截至目前，全国知识产权系统指导管理的调解组织达2000家。今年第一季度受理调解案件达2.6万件，同比增长27.7%，有效拓展了知识产权纠纷解决渠道。

　　2018年至2023年，全国各级人民法院新收知识产权一审案件257.67万件，其中版权案件172.25万件，约占知识产权案件的66.8%。版权纠纷呈现数量大、同质化程度高、增长速度快的特点。

　　针对这一问题，中宣部版权管理局负责人汤兆志表示，近日，中央宣传部(国家版权局)与最高人民法院联合印发《关于建立版权纠纷“总对总”在线诉调对接机制的通知》，共同建立健全版权纠纷诉源治理和多元化解机制，充分发挥版权管理部门的指导协调作用、人民法院的引导保障作用、相关组织的专业调解作用，强化人民群众和市场主体通过调解解决版权纠纷的意识，依法保护相关权利人的合法权益，塑造良好营商环境。

　　进一步加大知识产权执法力度

　　数据显示，2023年，全国市场监管部门共查办商标专利领域违法案件4.41万件，涉案货值8.39亿元，向司法机关移送涉嫌犯罪案件1376件。国家市场监管总局组织开展侵权假冒物品全国统一销毁活动，22个省(区、市)同步销毁侵权假冒伪劣商品200多个品种、重量4734.2吨、货值达8.3亿元。

　　国家市场监管总局执法稽查局局长况旭介绍，4月16日，市场监管总局印发《“守护知识产权”专项执法行动实施方案(2024—2025年)》，在全国开展为期两年的专项行动。

　　“本次行动充分发挥市场监管综合执法优势，着重抓好六项任务。”况旭说，一是围绕扩大国内消费需求，严厉查处电子产品、家用电器、儿童玩具等重点商品侵权假冒行为；二是围绕高水平对外开放，严厉查处侵犯外商投资企业知识产权违法行为；三是围绕促进民营经济发展壮大，严厉查处恶意抢注中小微企业商标、店面招牌商标侵权、侵犯老字号企业商标权等违法行为；四是围绕乡村振兴，严厉查处擅自使用地理标志产品名称、伪造或冒用地理标志专用标志等违法行为；五是围绕促进知识产权转化运用，严厉查处申请不良影响商标、恶意抢注囤积商标、以不正当手段招徕业务等违法行为；六是围绕支撑构建现代化产业体系，加大新兴产业知识产权执法力度，加强对“专精特新”中小企业、“名特优新”个体工商户和特色品牌、区域品牌知识产权执法保护。
