4月22日下午，正在重庆考察的习近平总书记来到九龙坡区谢家湾街道民主村社区，详细了解近年来社区减负效果，并为基层减负指明关键方法——
“为基层减负要明确权责，不能什么事都压给基层，基层该承担哪些工作，要把职责事项搞清楚。”
就在一个多月前，习近平总书记在湖南常德谢家铺镇港中坪村考察时也谈到基层减负。他指出，党中央明确要求为基层减负，坚决整治形式主义、官僚主义问题，要精兵简政，继续把这项工作抓下去。
接连两次地方考察，持续关注基层减负，既彰显了“必须减”的坚定决心，又体现出“怎么减”的深入思考。
明确权责，才能为基层干部松绑——
“持续深化整治形式主义为基层减负，为基层干部干事创业创造良好条件。”习近平总书记在此次考察中指出。
对基层面临的形式主义、官僚主义困扰，总书记明察秋毫、见微知著。
“要把干部从一些无谓的事务中解脱出来。”早在2018年，总书记就在一次中央政治局集体学习时指出。从印发《关于解决形式主义突出问题为基层减负的通知》，到启动中央层面整治形式主义为基层减负专项工作机制；从确定“基层减负年”，到通报曝光形式主义、官僚主义典型案例……在习近平总书记亲自部署下，一系列举措推动基层减负工作走深走实。
在湖南常德港中坪村，村党支部书记段德喜向总书记汇报，村部最多的时候有38块牌子，现在只有12块了。
牌子减少的背后，是基层承担的事务减少。只有这样，基层干部干事创业的手脚才能从形式主义、官僚主义的束缚中解脱出来。
明确权责，为的是更好服务百姓——
“不能什么事都压给基层”的同时，要搞清楚“基层该承担哪些工作”。减轻基层负担，是为了让基层把更多时间用在抓工作落实上来，更好服务百姓。
2019年12月，习近平总书记在中央政治局专题民主生活会上强调：“要深化拓展基层减负工作，让减负成果更好惠及人民群众。”
形式主义实质是主观主义、功利主义，根源是政绩观错位、责任心缺失，用轰轰烈烈的形式代替了扎扎实实的落实，用光鲜亮丽的外表掩盖了矛盾和问题。2020年，习近平总书记在浙江考察时明确要求：“要聚焦形式主义、官僚主义问题开展全面检视、靶向治疗，切实为基层减负，让干部有更多时间和精力抓落实。”
2023年，在纪念毛泽东同志诞辰130周年座谈会上，习近平总书记强调，着力克服形式主义、官僚主义，让广大党员干部尤其是基层干部把更多精力集中到推动发展、服务群众上。
明确权责，离不开规范化管理——
2024年3月底，中办、国办印发《关于加强社区工作者队伍建设的意见》，在“深化减负增效”的部分明确提出，建立健全社区工作事项准入机制和动态调整机制，规范社区组织的工作事务、机制牌子和证明事项。
这次在九龙坡区谢家湾街道民主村社区，习近平总书记强调“要把职责事项搞清楚”。规范化管理，就是把职责事项搞清楚的题中应有之义。
基层干部面临“甩包袱”“加担子”的情况，一个重要原因就是职责不清、边界不明。以改革破除体制机制障碍，构建边界清晰、分工合理、权责一致、运行高效的基层管理体制，有利于以清晰的权责体系为基层降压赋能。
“要全面加强党的基层组织建设，健全基层减负常态化机制。”正如习近平总书记所要求的，要通过清晰的制度导向，把干部干事创业的手脚从形式主义、官僚主义的桎梏、“套路”中解脱出来，形成求真务实、清正廉洁的新风正气。
