　　林勇胜说，2023年以来，国家移民管理局推出一系列促进中外人员往来的政策措施，持续提升口岸通关效率，提升外籍人员来华在华工作、经商、学习、旅游和生活的便利度，得到了广泛欢迎和认可。外国人来华以旅游观光最多，占到三成以上，其次为商务、探亲访友、工作、学习等。

　　据介绍，2023年7月26日，中国恢复对新加坡、文莱持普通护照来华经商、旅游观光、探亲访友和过境人员15天入境免签政策。2023年12月1日和2024年3月14日，中国又先后对法国、德国、意大利、荷兰、西班牙、马来西亚6国和瑞士、爱尔兰、匈牙利、奥地利、比利时、卢森堡6国持普通护照人员试行单方面免签政策。2024年3月1日，中泰互免签证协定正式生效。

　　林勇胜表示，截至目前，上述15国共有98.9万人次外籍人员免签入境来华，占到相关国家来华人员总数的六成多，整体呈现上升趋势。为确保政策措施精准高效实施，国家移民管理局部署全国移民管理机构动态监测口岸通关流量变化，全力保障口岸安全畅通，依法为免签来华外籍人员提供高效便捷的通关服务和停留居留便利。

　　今年1月11日，国家移民管理局推出便利外籍人员来华5项措施，进一步放宽来华外籍人员申办口岸签证条件，实施24小时过境免办边检手续，为外籍人员提供就近办理签证延期换发补发、申办再入境签证便利，简化外籍人员在华申办签证证件材料。

　　林勇胜说，该政策施行以来，共有21.1万人次外籍人员通过申办口岸签证入境；共计25.3万人次在华外籍人员申请办理签证延期、换发、补发和停留居留证件，外籍人员来华和在华停留居留更加便利，移民管理机构对在华外籍人员管理服务更加高效。(完)
