知识产权是经济增长和发展的强大催化剂。4月26日是世界知识产权日，今年的主题为“知识产权和可持续发展目标：立足创新创造，构建共同未来”。如何看待中国在推动知识产权保护工作方面取得的成就？怎样认识知识产权在推动科技创新、实现可持续发展方面的作用？记者近日采访了世界知识产权组织总干事邓鸿森。
亚洲正成为知识产权的主要引擎
今年世界知识产权日的主题关注知识产权和可持续发展目标的关系。“今年的主题立意在于，探讨知识产权如何鼓励产生更多创新性和创造性解决方案，并希望促进全球团结一致采取相关行动，这对建设人类共同未来至关重要。”邓鸿森认为，促进全球可持续发展目标的实现，需要突出知识产权推动科技创新的重要性。知识产权涉及各行各业，世界知识产权组织希望能够通过促进知识产权发展来推动社会发展。
前不久，世界知识产权组织发布全球知识产权申报统计数据，去年全球提交的PCT(《专利合作条约》)国际专利申请总量为27.26万件，同比下降1.8%。邓鸿森认为，受宏观经济形势影响，全球专利申请量确有下降，但幅度很小，对此不必过于担心。更重要的是，各国和公司应继续在创新领域进行投资，增强自身实力，以便在经济复苏来临时占据有利竞争位置。
数据显示，去年亚洲国家专利申请占国际专利申请总量的55.7%，高于10年前的40.5%。目前，全球每10份知识产权申请中，就有7份来自亚洲的创新者、创作者和公司。“亚洲现在正成为知识产权的主要引擎。”邓鸿森认为，亚洲不仅是商品和资源的聚集地，也正在成为一个崇尚创新和拥抱数字化的地区。
亚洲为何成为知识产权的重要力量？邓鸿森认为，首先亚洲创新的信心不断增强。亚洲不仅拥有330家独角兽企业和全球1/4的技术扩展型企业，而且计算机技术、半导体产业、文化产业等行业活力不断迸发。其次，亚洲有世界上增长最快的中产阶级，包括智能手机在内的智能设备普及率也是发展最快的。过去10年亚洲的商标申请量增长了2倍，许多亚洲商标已经家喻户晓。全球知名的25个品牌中亚洲占了4个。最后，政府支持和社会对创新需求也在不断增强。世界知识产权组织全球创新指数对130多个经济体的表现进行排名，有6个亚洲经济体进入全球前20名。一项调查显示，亚洲地区超过75%的人认为知识产权有利于经济发展，这一比例高于世界上其他地区，这体现出亚洲热衷于推动创新和创造。
中国知识产权保护工作成绩显著
数据显示，中国是专利申请量最大的来源国，去年共提交了近7万件申请，位居世界第一，不仅在专利、商标和外观设计等领域独占鳌头，而且在地理标志领域也表现卓越，稳居全球申请量首位。
邓鸿森认为，过去数十年间，中国的知识产权保护工作展现出显著的成长与成熟，从最初的基础阶段逐步发展成如今的高度成熟状态。他认为，中国知识产权发展所取得的成就并非偶然或巧合，而是得益于历届政府对知识产权的高度重视。
近年来，中国坚持以科技创新推动产业创新，绿色产业蓬勃发展，向全球提供了50%的风电设备、80%的光伏组件设备，新能源汽车产销量连续8年位居世界第一，全球一半以上的新能源汽车行驶在中国。同时，中国知识产权管理部门注重激励绿色技术创新创造，加强知识产权保护。统计显示，2016年至2022年，全球绿色低碳领域专利授权量累计达55.8万件，其中中国有17.8万件，占全球总量的31.9%，年均增速达12.5%，成为带动全球绿色低碳技术增长的重要力量。
“我非常高兴看到中国在科技创新和绿色发展领域取得了很大进展。”邓鸿森认为，中国政府正在追求高质量发展。作为高质量发展的一部分，创新、绿色和知识产权将变得更加重要。“比如，中国企业正利用数字技术的力量来提供绿色的解决方案。当您进入比亚迪的电动汽车内部，会发现控制台完全由数据驱动。它不像一辆普通汽车、传统汽车，这就是利用数字技术实现绿色低碳发展的生动写照。”
中国今年的政府工作报告提出了发展新质生产力的很多举措。“我认为发展新质生产力与大力支持创新、提升创造力的工作有关。事实上，不仅是中国，世界各地对创新创造都很关注。我相信未来的增长将来自这些切实举措。”邓鸿森说。
