　　如何持续带动黑龙江省冰雪运动发展，促进后备人才体系培养？在正在举行的2024年黑龙江省两会上，黑龙江省政协委员、牡丹江市副市长刘军龙在提案中建议，应加强后备人才基地建设，强化后备人才培养。

　　刘军龙表示，后备人才梯队建设作为滑雪事业发展的重要保障，黑龙江省目前已初步形成了较为完备的后备人才培养体系，但随着国际、国内新形势快速更新，后备体系建设急需进一步加强。他提案建议应优化“走出去、请进来”科学训练理念，在认真分析当今国际形势的前提下有取舍地吸收高水平国家先进训练管理理念。推进“体教融合”，做好顶层设计，实现体教资源的互通共享。完善体育赛事体系建设，推进体校改革，将体育纳入学校考试考评，学校设置教练员岗位，推动形成学校、传统特色校、体校、高校运动队相互衔接、双向融通的人才培养和流动的机制，畅通人才成长渠道；充分发挥社会体育组织和学校社团作用。

　　黑龙江省政协委员、哈尔滨市冬季运动项目训练中心短道速滑运动员张会建议速度轮滑项目进校园，以轮转冰的方式持续带动黑龙江省冰雪运动发展，促进后备人才体系培养。张会表示，轮滑项目是最贴近冰上项目的基础运动，入门简单容易学习，能加大提高对运动的兴趣爱好。小学覆盖速度轮滑不仅能增加参与冰雪运动人员基数，通过普及冰雪文化知识，还能有效地增加冰上项目选材机会。1年级至3年级学龄儿童学习速度轮滑技能后，可跨项多项运动，如：速度滑冰、短道速滑、冰球、滑雪等。夏季进行速度轮滑训练，冬季进行滑冰训练，校园逐渐组建校队，形成轮转冰趋势，通过校园普及覆盖速度轮滑项目，可有效带动寒暑假课外体育专业培训机构，有利于保障冬季项目后备人才备输。
