　　习近平总书记重庆考察第三站，在重庆市数字化城市运行和治理中心考察提高城市治理现代化水平。其中有何考量？

　　先从考察地重庆谈起。

　　城市治理，难在大城市。大城市意味着富集的资源禀赋，也面临多元社会结构、多样利益诉求对治理难度的不断抬升。重庆就是一座不折不扣的“大城市”：8.24万平方公里、38个区县、3000多万人口，从体量上看这是一座超大城市。重庆也是山城，这是重庆区别于其他超大城市的独特性。复杂的地形，让城市治理需要考虑的因素更加复杂。

　　超大的城市体量、复杂的城市构造，让城市治理更难，也让治理的成效经验更显珍贵。近年来，重庆贯彻落实数字中国部署，以数字赋能积极探索超大城市现代化治理路子的创新实践。这次考察的治理中心就是一个例证，它让城市运行和治理更加聪明、更富智慧，助力当地在全国率先实现省域基层治理体系整体重构。

　　成绩的取得源自对思想的贯彻。“一流城市要有一流治理，要注重在科学化、精细化、智能化上下功夫”“从信息化到智能化再到智慧化，是建设智慧城市的必由之路，前景广阔”“要强化智能化管理，提高城市管理标准，更多运用互联网、大数据等信息技术手段”……这些年，习近平总书记不同场合的反复强调，在重庆落地生根、开花结果。

　　不仅是重庆，越来越多的新技术如今成为各地推进城市治理的新手段。积极应用数字技术，让城市更聪明、更智慧，这是推动城市治理体系和治理能力现代化的必由之路。

　　跳出重庆看全局，跳出此刻看过往，城市治理作为总书记常看常新的点、常抓不懈的事，本身也蕴含着重要的分量——习近平总书记强调：“推进国家治理体系和治理能力现代化，必须抓好城市治理体系和治理能力现代化。”中国式现代化是人口规模巨大的现代化，如今我国常住人口城镇化率已超六成。“要把增进民生福祉作为城市建设和治理的出发点和落脚点”，总书记指出。这是推进城市治理的根本目的。

　　城，所以盛民也。党的二十大上，习近平总书记鲜明指出：“坚持人民城市人民建、人民城市为人民，提高城市规划、建设、治理水平，加快转变超大特大城市发展方式，实施城市更新行动，加强城市基础设施建设，打造宜居、韧性、智慧城市”。

　　回溯这些年总书记的城市足迹，更能感受到这份情怀。前些年在北京，习近平总书记要求“让大家住在胡同里也能过上现代生活”；去年底在上海，指出“城市不仅要有高度，更要有温度”；今年春节前夕在天津，希望“天津要践行人民城市理念，把保障居民安居乐业作为头等大事”……

　　人民是城市的主人，这是城市治理的动力所在，也是中国共产党的底色彰显。
