中新网4月23日电 针对近日人社部等九部门印发的《加快数字人才培育支撑数字经济发展行动方案(2024-2026年)》，人社部专业技术人员管理司司长李金生23日表示，《行动方案》紧贴数字人才成长规律，围绕人才培养、使用、评价、激励等关键环节，从六个方面系统集成支持数字人才发展的政策举措。
23日，在人社部举行的新闻发布会上，有记者问：近日，人社部牵头印发了《加快数字人才培育支撑数字经济发展行动方案(2024-2026年)》。制定这个文件的主要考虑是什么？有哪些具体举措呢？
李金生回应称，数字经济是国家综合实力的重要体现，是构建现代化经济体系的重要引擎。发展数字经济，关键在于加快数字人才培育，培养大批高水平数字工程师和高技能人才。近年来，人社部及时修订国家职业分类大典，首次标识97个数字职业，制定国家职业标准，开发培训教程，对数字人才培育和产业发展起到了积极推动作用。
李金生指出，为进一步加快数字人才培育，坚持需求引领、问题导向，人社部会同有关部门研究制定了《加快数字人才培育支撑数字经济发展行动方案(2024-2026年)》，旨在打出数字人才培育“组合拳”，增加数字人才有效供给，形成数字人才集聚效应，更好支撑数字经济高质量发展。
李金生表示，《行动方案》将通过实施六个重点项目，全方位加强数字领域专业技术人才和技能人才队伍建设。这六个项目是：
一是实施数字技术工程师培育项目，围绕大数据、人工智能等数字领域新职业，以国家职业标准为依据，分职业、分专业、分等级开展规范化培训、社会化评价。
二是推进数字技能提升行动，开发共享数字培训资源，全面推行工学一体化技能人才培养模式，开展数字职业技能等级认定。
三是开展数字人才国际交流活动，引进一批海外高层次数字人才，开展高层次数字人才国际培训交流。
四是开展数字人才创新创业行动，支持建设一批创业载体、数字经济领域专业性国家级人才市场，培育一批数字化人力资源服务企业。
五是开展数字人才赋能产业发展行动，紧贴企业发展需求开展培训，助力产业数字化转型。
六是举办数字职业技术技能竞赛活动。
李金生称，《行动方案》紧贴数字人才成长规律，围绕人才培养、使用、评价、激励等关键环节，从六个方面系统集成支持数字人才发展的政策举措。这六个方面的举措主要是：
一是优化培养政策，加强相关学科专业、课程体系、教材教程和教学团队建设，深化产学研融合，支持高校、科研院所与企业联合培养复合型数字人才。
二是健全评价体系，持续发布数字职业，动态调整数字领域职称专业，完善相关职业资格考试，规范数字技能人才评价，开展数字领域卓越工程师能力评价，推动数字技术工程师国际互认。
三是完善分配制度，完善数字人才收入分配政策和激励机制，落实科研人员职务科技成果转化、现金奖励政策，制定数字经济从业人员薪酬分配指引，强化薪酬信息服务。
四是提高投入水平，探索通过社会力量筹资数字人才培养基金，鼓励企业按规定提取和使用职工教育经费，加大数字人才培养培训投入。
五是畅通流动渠道，支持高校吸引符合条件的企业高层次数字人才按规定兼职，支持和鼓励符合条件的科研人员按照国家规定兼职创新、在职和离岗创办企业。
六是强化激励引导，加强对高层次数字人才的政治引领，鼓励有条件的地方结合实际对数字人才给予支持或提供便利，营造数字人才成长成才的良好环境。
李金生表示，下一步，将指导督促各有关方面贯彻落实好《行动方案》，结合本部门、本地区实际，配套支持政策措施，创造性地开展数字人才培育，吸引更多人才学习数字技术、从事数字职业，服务数字产业化和产业数字化，促进新质生产力发展。
