　　有记者提问：据报道，彼得斯堡气候对话会议日前在德国柏林举行，德国外长贝尔伯克在开幕式上表示，强烈敦促那些有能力的国家，特别是二十国集团中那些排放最多的国家，加入我们的努力。报道称，此次会议各国将围绕新的全球气候融资目标进行磋商，德国外长呼吁中国等国为帮助发展中国家应对气变投入更多资金。中方对此有何评论？

　　汪文斌：我们注意到相关报道，也注意到贝尔伯克外长还表示，德国和欧洲需要在气候问题上与中国合作，并认为生产清洁技术的竞赛对绿色转型是积极的。气候变化是全球性挑战，需要国际社会共同应对，全球气候治理应该坚持公平、共同但有区别的责任和各自能力等国际社会早已达成共识的原则。

　　发达国家具有率先开展气候行动的历史责任和现实能力，应当切实履行《联合国气候变化框架公约》及其《巴黎协定》下的相关义务。

　　作为最大的发展中国家，中国一直是应对气候变化的行动派，我们不仅提前超额完成2020年气候行动目标，承诺将用历史上最短的时间完成全球最高碳排放强度降幅，还积极为全球应对气候变化作贡献。

　　据报道，2022年中国出口的风电光伏产品，为其他国家减排二氧化碳约5.73亿吨，合计减排28.3亿吨，约占全球同期可再生能源折算碳减排量的41%。

　　但令人遗憾的是，近期欧盟接连对中国的新能源汽车、风电设备等采取发起反补贴调查等贸易救济措施，发出保护主义的负面信号。欧方不能一边要求中方为应对气变做贡献，一边又打压中国的新能源产业，这种自相矛盾的做法不仅会伤害欧盟自身，也将破坏全球应对气变的努力。

　　无论是应对气候变化，还是开展新能源产业合作，中欧都拥有巨大的合作空间。双方应当也完全可以做伙伴，给中欧和世界带来双赢、多赢。我们希望欧方不要出台针对中国新能源产品的歧视性政策，避免导致双输、多输的局面。(完）
