　　林剑：所谓“中国产能过剩论”并不是一个“新概念”。当年，美国曾把中国向世界出口大量物美价廉产品称为“产能过剩”，现在又给中国向世界出口新能源产品贴上“产能过剩”标签。按照这个逻辑，美国芯片特别是高端芯片有80%用于出口，猪肉和农产品也大量出口，这种情况是否也可称为“产能过剩”？事实上，中国新能源汽车出口占生产的比例远低于德国、日本和韩国等国，谈不上“过剩”向海外倾销。美方抛出的所谓“中国产能过剩论”，看似是经济概念，背后包藏的是遏制打压中国产业发展的祸心，旨在为本国谋求更有利竞争地位和市场优势，是赤裸裸的经济胁迫和霸道霸凌。
