据气象部门预测，4月19日至23日，江南、华南等地有大到暴雨，部分地区有大暴雨和强对流天气。此次降雨过程覆盖范围广、降雨强度大、持续时间长，特别是广东、广西、江西部分地区降雨具有一定极端性，且与前期强降雨落区高度重叠，致灾风险高。根据《国家防汛抗旱应急预案》，4月19日11时国家防总针对广东、广西、江西三省份启动防汛四级应急响应，并派出工作组赴地方指导工作。
