  4月23日下午,习近平总书记在重庆主持召开新时代推动西部大开发座谈会,强调要一以贯之抓好党中央推动西部大开发政策举措的贯彻落实,进一步形成大保护、大开放、高质量发展新格局。

  这是党的十八大以来,习近平总书记围绕这一区域战略首次召开专题座谈会。

  推动西部大开发为何如此重要?

  “举足轻重”,总书记用这四个字概括西部地区在全国改革发展稳定大局中的重要作用。

  广阔的西部地区,包括12个省区市,占全国国土面积七成还多,总人口占全国近三成,陆地边界线长,与10多个国家接壤,在国家安全与长远发展大局中具有十分重要的战略地位。

  踏上全面建设社会主义现代化国家新征程,新时代推动西部大开发,承担着新的历史使命。

  为何在这个时间点召开专题座谈会?不妨从两个关键词来观察:

  “一以贯之”——

  党中央历来高度重视西部地区发展,始终将西部地区发展放在全国发展大局的重要位置,作出一系列重大决策部署,并提出西部大开发战略。

  党的十八大以来,习近平总书记的考察足迹遍布西部12个省区市,为新时代西部地区高质量发展把脉定向。

  2019年3月19日,习近平总书记主持召开中央全面深化改革委员会第七次会议,会议审议通过了《关于新时代推进西部大开发形成新格局的指导意见》,意见明确提出“形成大保护、大开放、高质量发展的新格局”;此后不到1个月,总书记就来到重庆考察。那次考察中,他谈及这份指导意见,强调这是党中央从全局出发作出的重大决策部署。

  这次座谈会上,习近平总书记强调“要一以贯之抓好党中央推动西部大开发政策举措的贯彻落实”,彰显久久为功、以钉钉子精神推动蓝图落地的工作原则与思想方法。

  “进一步”——

  党中央对新时代推进西部大开发形成新格局作出部署5年来,西部地区经济社会发展取得重大历史性成就。但同时,西部地区发展仍面临不少困难和挑战。

  在这一关键时间点,习近平总书记再次来到重庆,主持召开专题座谈会,提出“进一步形成大保护、大开放、高质量发展新格局,提升区域整体实力和可持续发展能力”,将西部大开发放到中国式现代化建设全局中定位思考、统筹推进。

  如何做到“进一步”?怎样形成“新格局”?

  座谈会上,习近平总书记提出6个“坚持”,即坚持把发展特色优势产业作为主攻方向,坚持以高水平保护支撑高质量发展,坚持以大开放促进大开发,坚持统筹发展和安全,坚持推进新型城镇化和乡村全面振兴有机结合,坚持铸牢中华民族共同体意识。

  6个“坚持”环环相扣,为进一步推动西部大开发形成新格局指明路径。

  ——发展新动能。

  推动西部地区发展,要因地制宜、分类施策。总书记提出,要坚持把发展特色优势产业作为主攻方向,作出“因地制宜发展新质生产力”“布局建设未来产业,形成地区发展新动能”等系列部署。

  高质量发展离不开高水平保护的支撑。总书记强调“加快推进重要生态系统保护和修复重大工程”“大力推动传统产业节能降碳改造”等。

  ——形成新格局。

  扩大开放,是习近平总书记对西部地区发展的深远考量。座谈会上,总书记提出,提高西部地区对内对外开放水平,强调“大力推进西部陆海新通道建设,推动沿线地区开发开放,深度融入共建‘一带一路’”“更加主动服务对接区域重大战略,积极融入全国统一大市场建设”。

  西部地区是我国能源资源富集地,总书记提出,要坚持统筹发展和安全,提升能源资源等重点领域安全保障能力。

  ——迈上新台阶。

  5年来,西部地区如期打赢脱贫攻坚战,人民生活水平稳步提高。习近平总书记强调,在发展中保障和改善民生,作出“发展各具特色的县域经济,培育一批农业强县、工业大县、旅游名县,促进农民群众就近就业增收”等系列部署。

  西部地区是我国少数民族较多的地区。习近平总书记强调,要坚持铸牢中华民族共同体意识,切实维护民族团结和边疆稳定。

  新起点上,这场座谈会是新时代推动西部大开发新的起笔,必将指引西部地区在中国式现代化建设中奋力谱写新篇章。
