林剑：美方有关说法完全不符合事实，损害中美经贸关系，与两国元首旧金山会晤共识背道而驰。中方对此严重关切、强烈不满。
第一，中国钢铁行业主要立足于满足国内市场需求，没有任何刺激出口的补贴政策，且长期以来出口比例保持在5%左右，远低于日本、韩国等钢铁生产国，对国际市场影响十分有限。反倒是美国为本国产业提供数千亿美元的歧视性补贴，还以“国家安全”为借口滥用出口管制措施，阻碍芯片等产品的正常国际贸易。美方指责中方采取所谓“非市场行为”，是典型的“贼喊捉贼”，倒打一耙。
第二，美方多份研究报告显示，美造船业因过度保护在多年前就已失去竞争优势。中国相关产业发展是企业技术创新和积极参与市场竞争的结果，得益于自身完整的工业制造体系和巨大的国内市场。美方将自身问题归咎于中国，既缺乏事实依据，也有悖经济常识。
