  中新网1月25日电 据教育部网站消息,为贯彻落实党的二十大精神,加快推进教育强国建设,教育部、财政部决定启动中国特色高水平高职学校和专业建设计划(2019—2023年)(以下简称“双高计划”)绩效评价工作。

  一、评价对象

  《教育部 财政部关于公布中国特色高水平高职学校和专业建设计划建设单位名单的通知》(教职成函〔2019〕14号)公布的197个“双高计划”建设单位。具体为:高水平学校建设单位学校和两个立项专业群的建设情况,高水平专业群建设单位学校和一个立项专业群的建设情况。

  二、评价内容

  根据“双高计划”项目管理要求,绩效评价包括以下三方面内容:

  一是建设绩效完成情况。考核学校和专业群的绩效目标达成度、建设任务完成度。

  二是资金保障和使用情况。考核建设资金的到位率、预算执行率和资金使用的合规性。

  三是项目建设水平。考核学校和专业群的建设水平。其中学校从以下十个方面进行考核:党的建设和思想政治工作、技术技能人才培养高地、技术技能创新服务平台、高水平专业群、高水平双师队伍、校企合作水平、服务发展水平、学校治理水平、信息化水平、国际化水平。

  专业群从以下九个方面进行考核:人才培养模式、课程教学资源、教材与教法、教师教学创新团队、实践教学基地、技术技能平台、社会服务、国际交流与合作、可持续发展保障机制。

  三、工作流程

  绩效评价工作按照建设单位总结自评、省级评价、两部复核的流程进行,具体如下。

  (一)建设单位总结自评

  2024年2月28日前,各建设单位按照要求在中国特色高水平高职学校和专业建设计划项目监测平台(以下简称监测平台),填写建设周期绩效评价数据,提交佐证材料和典型案例,对照《“双高计划”建设绩效评价标准》形成自评分及自评结论,撰写建设单位“双高计划”总结报告,加盖建设单位公章后上传至监测平台。

  监测平台网址:sg.cutech.edu.cn

  2024年3月6日前,建设单位须聘请具有资质的第三方审计机构完成“双高计划”项目审计,出具项目审计报告,上传至监测平台。审计报告要就资金筹措、使用、管理及其有效性作出具体明确的审计意见。

  (二)省级评价

  2024年4月8日前,省级教育行政部门、财政部门须制订工作方案,组织专家组对建设单位提交的总结报告和数据进行核查确认,并通过听取汇报、查阅材料、访谈座谈、现场考察等方式,参照《“双高计划”建设绩效评价标准》,对建设单位进行评分,形成绩效评价结论和地方推进“双高计划”总结报告,加盖省级教育行政部门和财政部门公章后上传至监测平台。

  (三)两部复核

  2024年5月15日前,两部组建专家组,对建设单位项目审计报告和省级评价情况进行复核,参照《“双高计划”建设绩效评价标准》对建设单位进行评分,形成评价结论建议。评价结论经两部确定后将在教育部政府门户网站公示公布。

  四、评价结论

  根据建设单位的绩效评价得分,评价结论分为“优”“良”“中”“差”四类,结论为“中”“差”的限期整改,结论为“差”的建设单位不得进入第二轮“双高计划”遴选。
